INCENTIVES

Ministerial Incentives Decree (MD) OF 23rd. June 2016

The Ministerial Decree of 23 June 2016 encourages the production of electricity from renewable source plants, other than solar panels, which came into operation from 1 January 2013.

Incentives can be requested for new plants, fully rebuilt plants, reactivated plants, and/or plants subject to upgrading or refurbishment.

The deadline for the applications for the  incentives of the Ministerial Decree was 6th., July 2012:

Plants that were admitted under this Decree benefited and continue to benefit from the incentive rates and all bonuses made available by the Ministerial Decree of 6th, July 2012, provided that the plants entered into operation by 29th, June 2017.

Duration and Value of the Incentives: 

In compliance with the Ministerial Decree of 6 July 2012, the incentive is the net production of electricity actually fed into the grid by the plant (calculated as the lower value between the net production and the electricity actually fed into the grid).

There are Two Different Types of Incentives:

A) An all-inclusive incentive rate (To) for power plants up to 0.500 MW, calculated by adding any bonuses to which the plant is entitled, to the basic incentive rate (Tb). The payment disbursed also includes the remuneration of the energy that is withdrawn by the GSE.

The incentives are paid, starting from the date the Plant entered into commercial operation, for a period equal to the conventional average useful life of the specific type of Plant.

Type B),

3 Pr. CAR – Premium for High Yield Cogeneration, governed by the combined provisions of Art. 8, c. 8, ll. a) and c) ─ Ministerial Decree of 6.7.2012, in Art. 5, c. 2 and Annex III of Ministerial Decree 5.9.2011: 

  • the Pr. is applied only to the net cogenerated electricity production simultaneously with the useful use of heat;
  • It is therefore necessary that the plant has adequate measurement instrumentation as required by the Ministerial Decree 4.8.2011.
  • The recognition of the Pr. CAR takes place by means of a “final balance” request, via the Ricoge portal on the GSE website (Ministerial Decree 4.8.2011).
  • The Pr. is checked periodically by the GSE itself, to confirm compliance with the conditions established by Legislative Decree 20/2007 as supplemented by Ministerial Decree 4.8.2011.

4 Pr. CART ─ The Premium for High Yield Cogeneration plus District Heating is governed by  Art. 8, c. 8, l. b) of the Ministerial Decree of 6.7.2012.

5 Only and exclusively for biomass of “Type b)”, by-products of biological origin referred to in Tab. 1─A, (NOT for 30% “Type a)” and 70% “Type b)” even if of Power ≤1MW) .

To be recognised by the GSE, the District Heating Network must have the characteristics referred to in art. 2, c. 1, l. f)  ─ Ministerial Decree of 5.9.2011: 

• “Network on public land, in other words on several private land, at least 3 buildings, excluding the supplier of thermal and/or refrigeration energy”. 

• “Utilities connected with devices equipped with suitable measuring instruments for accounting and periodic billing of the service”.
